Albuquerque Labor-Management Board
There shall be formed, to assist in the implementation
and administration of the article, a city Labor-Management Relations
Board of three members. In view of the legal work involved in the
interpretation of this article, Board members shall normally be
members of the legal profession or individuals who possess expertise
in the field of employee relations or both. Board members shall
serve for a period of two years commencing October 1, provided that,
upon the initiation of any proceeding or hearing, the Board as then
constituted may retain jurisdiction to finally decide the matter.
The Board shall be selected as follows:
(A) Each city employee organization whose principal interest is
to represent city employees in bargaining collectively with the
city government concerning wages and conditions of employment, shall
appoint one person to a committee that will be charged with selecting
one person to the Board. This committee will meet once every two
years in September and select the employees' member of the Board
for the following years.
(B) The Mayor of the city shall during the same month appoint the
second member of the Board.
(C) The third member and chairperson of the Board shall be appointed
mutually by the members appointed by the Mayor and the employee
organizations.
(D) In case the Board must meet in accordance with this article
during the absence of a member of the Board, the President of the
City Council shall appoint an interim Board member from the public
at large with due regard to the representative character of the
Board. In the event a Board member cannot complete the two year
term, a new member shall be selected for the remainder of the term
in accord with the selection process of this article.
(E) The members of the Board shall be compensated at the rate of
$100 each for each day of hearing or meeting. In any proceeding
wherein the Board hears and decides a controversy between parties,
the Board members' daily fee will be shared equally by the parties
involved.

Purpose
§ 2-1-13 INDICATORS PROGRESS COMMISSION.
(A) An Indicators Progress Commission is hereby established which
shall be composed of 12 members appointed by the Mayor with the
advice and consent of the City Council. Of the initial appointments,
four members shall be appointed for terms expiring at one year,
four members for terms expiring at two years, and four members for
terms expiring at three years. Appointments after the initial group
will have terms of three years.
(B) The members should be representatives from a
cross section of private and public organizations representing community-based
organizations, business organizations, educational institutions,
community service organizations and others and that these representatives
shall actively convey to their respective organization members or
constituents the work of the Commission. Every two years, membership
shall be reviewed by the Mayor and City Council with organizations
added and/or deleted as necessary to accommodate changing conditions
and needs.
(C) The Indicators Progress Commission shall be
responsible for coordinating the review of indicators of important
community conditions relating to the City's five-year goals and
to the community's sustainability characteristics in order to monitor
results and evaluate the progress of our community. It will:
(1) Develop and integrate factual information on
community conditions and trends including sustainability indicators,
goal progress indicators, census data, locally generated socioeconomic
data, citizen satisfaction survey information, and other data indicating
the current situation and progress in reaching the five-year City
goals.
(2) Analyze this data on community conditions and
recommend goals and other means to respond to changing conditions
and the community's long-term sustainability.
(D) The Indicators Progress Commission shall incorporate
indicators developed by the Sustainable Community Committee with
consideration of the results of major consensus building events
such as town halls and civic forums. In reporting the status of
progress toward goal and sustainability achievement, the Indicators
Progress Commission will recommend revisions to the five-year City
goals.
(E) The Indicators Progress Commission shall produce
a goals progress report every two years which communicates the results
of the above activities to the Mayor and City Council and to participants
in a civic or goals forum every four years. The Indicators Progress
Commission will also report on sustainability progress at least
every two years.

Board of Ethics
Charter (Article XII, Section 3)
All members shall serve terms of four years, and
be eligible for reappointment for additional terms except that the
initial Board shall have two members with terms of two years, two
members with terms of three years, and two members plus the Chairperson
with terms of four years. Thereafter, any vacancy for an expired
term shall be filled by the authority who made the appointment of
the member whose term has expired. Any vacancy shall be filled for
an unexpired term by the same authority who made the original selection
and appointment of the member vacating his or her position. Provided,
however, that of the two positions, which were filled by appointment
by the municipal judiciary, the position for which the term expired
on July 31, 1980, shall be filled by appointment by the Council
for a term expiring July 31, 1984, and upon expiration of that term,
the Council shall appoint a member to serve a regular four-year
term. The position for which the term expires on July 31, 1981,
shall be filled by appointment by the Mayor upon the expiration
of the term or the occurrence of a vacancy.
No violation of the Code of Ethics shall be found by the Board of
Ethics and Campaign Practices except upon the concurrence of a majority
of the Board.
